Loudoun Democratic Caucus (Local Caucuses)
The LoudounDemocratic Committee will hold an unassembled caucus to select delegates to the 2008 State Convention. The Loudoun caucus will select 66 delegates to the State Convention. They are as follows:
25 Clinton Delegates
41 Obama Delegates
13 Clinton Alternates
20 Obama Alternates
Call to Caucus:
Whereas, it is the duty of the Loudoun County Democratic Committee to issue the Call to Caucus for the purpose of electing 41 Obama State Delegates, 25 Clinton State Delegates, 20 Obama State Alternates, and 13 Clinton State Alternates to the 10th Congressional District Democratic Convention to be held at Heritage High School, Leesburg, Virginia, on May 17, 2008 and the Virginia Democratic State Convention to be held in Hampton, Virginia on June 14.
Now therefore be it resolved that the Loudoun County Democratic Committee hereby issues the Call to Caucus to convene an assembled caucus at 12:00 noon, Saturday, April 19, 2008 at the Cascades Library, Sterling, Virginia for the sole purpose of electing State Delegates and State Alternates, as specified above in four separate elections, to the 10th Congressional District Convention and the Virginia Democratic State Convention, and the following provisions shall govern the caucus, to wit:
1. Prefiling: Those wishing their names to be placed on the ballot at the Caucus shall prefile their candidacy by 5:00 p.m. April 14, 2008 with the Loudoun County Democratic Committee Chair or his designee(s). This may be done by email to secretary@loudoundemocrats.org , regular mail (LCDC, PO Box 544, Leesburg, VA, 20147) , or delivered in person to the LCDC office located at 10 South King Street, Leesburg, Virginia. The office will be open to take delivery on Saturday, April 12 from 1:00pm to 3:00pm or Monday, April 14, 3:00pm to 5:00pm. The form may be downloaded from www.loudoundemocrats.org Forms must be in hand by the time and date specified above. There will be no exception to this rule for any reason. Even early postmarks will not be considered.
2. Slates meeting prefiling deadline: Only those slates properly filed as a slate of delegates or alternates for either presidential candidate on or before the deadline will be recognized as such and included on the appropriate ballot. The first slate filed will be designated as Slate ‘A’, the second Slate ‘B’, etc. All candidates for each of the four elections will be listed on each ballot in alphabetic order even if they are a part of a slate. Slate names will appear at the bottom of the ballot and not show the names of the candidates included in that slate. It will be the responsibility of the slate organizer to have the names comprising their slate available for distribution at the caucus.
3. Slates not meeting prefiling deadline: If slate organizers do not file their slate by the deadline specified in section one above, they may inform the Permanent Chair on the day of the caucus they wish to have willing caucus participants ‘write in’ the name of a new slate, and the Permanent Chair will assign the slate its name. It will be the responsibility of these slate organizers to publicize and explain this voting option to the participants, and they may distribute flyers outside of the voting area for that purpose.
4. Voluntary Administrative Fee: There shall be a voluntary administrative fee of twenty-five dollars ($25.00) for each person filing for Delegate or Alternate, payable to the Loudoun County Democratic Committee (or ‘LCDC’). Payment of this fee is completely voluntary and is to cover the costs of the caucus and the two conventions. No statement is required in order to waive payment.
5. Notice Requirements: The Loudoun County Democratic Committee shall advertise the time, date, and location of the Caucus and prefiling requirements on April 5-7, which is at least 7 days prior, but not more than 2 weeks before the Caucus and is also at least 7 days prior to the prefiling deadline by publishing it on the Virginia State Democratic website, the Loudoun County Democratic County website, sending the call to the email list of Democrats maintained by the Loudoun County Democratic Committee, and issuing a press release to the leading Loudoun County newspapers with general circulation.
6. Caucus Cancellation: Any of the four elections will be cancelled if the number of prefilers is equal to, or less than, the number to be elected. If that should transpire, all those who prefiled will be considered elected. The Permanent Chair will be responsible to post the cancellation at appropriate websites, and send out emails to all prefilers and democratic lists to publicize the cancellation.
7. Conduct the Caucus: The doors to the Caucus will be opened at noon, Saturday, April 19 at the Cascades Library. Check-in and voting will occur between noon and 2:30 p.m. Those in line at 2:30 p.m. will be permitted to complete the check-in process and will be permitted to vote. The Chair of the Loudoun County Democratic Committee or his designee shall be the Permanent Chair of the Caucus. The Secretary of the Loudoun County Democratic Committee or his designee shall be the Permanent Secretary of the caucus. The Permanent Chair will appoint a tellers committee to count the ballots.
8. Affirmative Action: It shall be the duty of each member of the Loudoun County Democratic Committee to take all feasible steps to encourage broad participation in the delegate selection process. Discrimination on the basis of race, sex, age, color, national origin, religion, ethnic identity or economic status in the delegate selection process is prohibited. The Loudoun County Democratic Committee shall make every effort to ensure that the delegation is half-male and half-female.
