Fairfax City Democratic Caucus (Local Caucuses)
The Fairfax City Democratic Committee will hold an unassembled caucus to select delegates to the 2008 State Convention. The Fairfax City caucus will select 8 delegates to the State Convention. They are as follows:

CALL TO CAUCUS
2008 City of Fairfax Democratic Committee
1. Call. Pursuant to the authority provided by the Virginia Democratic Party Plan, the
City of Fairfax Democratic Committee hereby calls an unassembled caucus to be held
on Saturday, April 19, 2008, from 12:00 PM – 4:00 PM at the City of Fairfax Regional
Library, 10360 North Street, Fairfax, VA 22030-2514.
Absentee voting will be held on Thursday, April 17, 2008, from 7:00 – 9:00 PM at the
City Hall Annex, 10455 Armstrong Street, Fairfax, VA 22030.
2. Incorporated Documents. All appropriate provisions of the Virginia Democratic
Party Plan (“State Party Plan”), as amended, the Virginia Delegate Selection Plan for
the 2008 Democratic National Convention (“Delegate Selection Plan”), and the Call to
the 2008 Virginia State Democratic Convention are incorporated into this Call by
reference and made a part hereof.
3. Purpose. The purpose of the unassembled caucus shall be:
A. To select 8 delegates and 4 alternates to the 11th Congressional District
Convention and the Virginia State Democratic Convention.
4. Allocation of Delegates and Alternates. The 8 delegates and 4 alternates to the
District Convention and State Convention (State Delegates and Alternates) shall be
allocated as set forth by the Delegate Selection Plan, as follows:

Alternates shall be those persons with the next highest number of votes after the
persons with the highest number of votes have been elected State Delegates.
5. Rules of Caucus Delegate Selection.
a. Participation and Access. Participation in Virginia’s Democratic delegate
selection process is open to all registered voters who wish to participate as Democrats.
All meetings shall be open to all members of the Democratic Party regardless of race,
sex, age, color, creed, national origin, religion, ethnic identity, sexual orientation,
economic status, philosophical persuasion or disability, and all meetings should be
publicized fully.

b. Filing. Any Democrat wishing to be a delegate to the 11th Congressional
District Convention and the State Convention must file a certificate of candidacy with the
Chair, City of Fairfax Democratic Committee by the filing deadline, which is 5:00 p.m.
on April 14, 2008. Only those delegate candidates who have filed by the deadline will
appear on the ballots distributed at the caucus. Filing forms are available on the
Committee's website homepage at www.fairfaxcitydemocrats.org.
c. Declaration. The certificate of delegate candidacy shall include an affirmation
that the person is registered to vote in the jurisdiction holding the caucus; is a
Democrat; does not intend to support any candidate who is opposed to a Democratic
nominee in the next ensuing general election; is not a member of any other political
party; and has not participated and will not participate in the nominating process of any
other political party for the 2008 Presidential election.
d. Candidate Preference. Each person filing as a delegate to the district and
state conventions must designate on the filling form a candidate preference for the
Democratic Party nominee for the office of President. The stated preference shall be
binding on the delegates on the first vote at the 11th Congressional District Convention.
e. Voluntary Administrative Filing Fee. The voluntary administrative filing fee
paid by each candidate for delegate who pre-files for election to the district and state
convention shall include a $25.00 administrative filing fee. The allocation of the fee will
be $10 DPVA, $5 11th CDDC, and $10 City of Fairfax Democratic Committee. No
person shall be denied the right to participate in the process due to nonpayment of the
voluntary administrative fee.
6. Filing Location. All papers to be filed with the Chair of the City of Fairfax
Democratic Committee may be filed in person, or at the following address (received by
