CALL TO CONVENTION
Third Congressional District Democratic Convention

The Third Congressional District Committee (3rd CD) shall hold a Convention beginning at Noon Saturday, May 10,
2008, at the Achievable Dream Middle School, 5720 Marshall Ave, Newport News, VA 23605. This Convention will
have two primary orders of business: 1) the election of six delegates and one alternate (National Delegates) from
the Third District to attend the Democratic National Convention in Denver, Colorado beginning August 25, 2008; 2)
the nomination of the Democratic candidate for the Electoral College (Elector) from the 3rd CD in the general
election of November 4, 2008, and 3) the nomination of three members each to the permanent Credentials and
Rules Committees of the State Convention. The convention will continue until these orders of business, and any
other legitimate orders established by the Rules Committee, are completed.
Authority
1. The rules of this convention are governed by the Democratic Party of Virginia's (DPVA) Party Plan (the
Party Plan) , by DPVA's Virginia Delegate Selection Plan of May 1, 2007, as amended (the Delegate
Plan), and by the Call to Convention, 2008 State Convention, DPVA, approved December 1, 2007.
These documents are hereby incorporated into this call, and shall govern where applicable.
Candidate Filing
1. Candidates for either National Delegate or Elector shall file a Declaration of Candidacy form issued by
the 3rd CD. These forms must be received by the Chair of the 3rd CD by 5:00 PM, Friday, April 25,
2008. For National Delegate candidates, a copy of the form should also be sent to the DPVA Chair.
National Delegates
1. National Delegates will be selected pursuant to the rules of the Democratic Party of Virginia's (DPVA)
Virginia Delegate Selection Plan of May 1, 2007, as amended. The National Delegates of the Third
District shall consist of three (3) male delegates, three (3) female delegates, and one (1) female
alternate.
2. National Delegates will be pledged to candidates for President of the United States based on their
percentage of the Third District vote in the Presidential Primary on Tuesday, February 12, 2008. Any
candidate for National Delegate will be required to sign a pledge of commitment to a specific
presidential candidate on the Declaration of Candidacy. There will be no uncommitted National
Delegates.
3. National Delegate candidates will be voted on in clusters based on gender and pledged presidential
candidate. The alternate will be the person in her cluster who receives the next-most votes after the
delegates in the same cluster.
Elector
1. Candidates for Elector shall sign a notarized oath on the Declaration of Candidacy form stating that, if
elected in November, they shall vote for the Democratic candidates for President and Vice President of
the United States when the Electors of Virginia are convened in Richmond for that purpose.
2. If only one person files for Elector, the vote will be cancelled and that person shall be declared the
winner.
Convention Delegates and Alternates
1. There shall be 203 delegates and 102 alternates to this convention. The allocation and selection of
those delegates and alternates shall be governed by the Virginia Delegate Selection Plan.
2. Under the plan, all convention delegates and alternates will be selected in county and city caucuses to
be held between April 19 and April 21, 2008. Delegate and alternates chosen by such a caucus must
be registered to vote in the jurisdiction in question and in the Third Congressional District.
3. County and city committees must submit the list of certified delegates and alternates to the
Congressional District Committee by May 7, 2008.
4. All delegates to this convention shall also be delegates to the Virginia State Democratic Convention to
be held at the Hampton Roads Convention Center, Hampton, Virginia, on June 14, 2008.

5. The DPVA requests and administrative fee of $10.00 from each candidate for delegate or alternate.
The 3rd CD also requests a fee of $5.00, payable at registration. No person shall be denied the right to
participate due to nonpayment of these fees.
Convention Officers and Committees
1. The Chair of the 3rd CD shall appoint the three members each of the temporary Arrangements,
Credentials, Resolutions and Rules Committees.
2. The temporary Credentials Committee shall make its report to the permanent Credentials Committee,
and the temporary Resolutions Committee shall make its report to the permanent Resolutions
Committee. The temporary Rules Committee shall make its report to the 3rd CD no later than May 3,
2008 for review and approval of the temporary rules. It shall then also report to the permanent Rules
Committee.
3. The convention shall elect its chair, and Credentials, Rules, Resolutions and Teller committees of three
persons each from among the delegates in attendance. The 3rd CD chair shall serve as acting chair
until the permanent chair is elected.
