The 7th Congressional District will convene a convention to select delegates to the Democratic National Convention. The 7th Congressional District will select the following:
1 Male Obama delegate
2 Female Obama delegates
1 Male Obama alternate
1 Male Clinton delegate
1 Female Clinton delegate

RESOLVED:
By the Seventh District Democratic Committee at its meeting of January 13, 2008, that:
I. Call to Convention
Pursuant to the authority vested in this Committee by the Virginia Democratic Party Plan (State Party Plan), the Virginia Delegate Selection Plan for the 2008 Democratic National Convention (Delegate Selection Plan), and the Official Call for the 2008 Virginia Democratic State Convention (State Call), the Seventh District Democratic Committee (Seventh District Committee) hereby calls a District Convention to convene at 12:00 noon, May 10 , 2008, at Short Pump Middle School, 4701 Pouncey Tract Road, Glen Allen, Virginia.
This District Convention shall:
1. Elect five (5) delegates and one (1) alternate delegate to the 2008 Democratic National Convention; two (2) delegates and one (1) alternate are to be male, and three (3) delegates are to be female (according to proportions determined by the Democratic primary, one (1) of the male delegates and one (1) of the female delegates will be pledged to Hilary Clinton; all other delegates and the alternate will be pledged to Barack Obama);
2. Elect one (1) Democratic Elector;
3. Elect three (3) members each to the permanent Rules and permanent Credentials Committees of the State Convention.
The State Party Plan, the Delegate Selection Plan and the State Call are incorporated by reference into this Call.
II. Allocation and Election of Delegates and Alternates
The Seventh District Convention shall be composed of 190 delegates and 95 alternate delegates (alternates) to be elected from Caroline County, Chesterfield County, Culpeper County, Goochland County, Hanover County, Henrico County, Louisa County, Madison County, Orange County, Page County, Rappahannock County, Spotsylvania County, and Richmond City in accordance with the provisions of the State Call. Accordingly, these numbers shall be elected:
3 delegates and 2 alternates from Caroline County
40 delegates and 20 alternates from Chesterfield County
7 delegates and 4 alternates from Culpeper County
6 delegates and 3 alternates from Goochland County
22 delegates and 11 alternates from Hanover County
62 delegates and 31 alternates from Henrico County
7 delegates and 3 alternates from Louisa County
3 delegates and 2 alternates from Madison County
7 delegates and 4 alternates from Orange County
5 delegates and 2 alternates from Page County
3 delegates and 1 alternate from Rappahannock County

Delegates and alternates shall be elected in accordance with provisions of the State Party Plan and the State Call, including gender balance. Delegates and alternates elected at county or city caucuses or convention shall serve as delegates and alternates to both the Congressional District and State Conventions. Those filing to be elected as a delegate or an alternate must state a candidate preference for President at the time of filing. There may be no filings for “No Candidate” or for “Uncommitted.” Further, those elected as delegates or alternates shall not exceed the following candidate numbers, as these have been predetermined by the Presidential Preference Primary election results of February 12, 2008:
Caroline: 1 delegate and 1 alternate for Clinton, 2 delegates and 1 alternate for Obama
Chesterfield: 13 delegates and 6 alternates for Clinton, 27 delegates and 14 alternates for Obama
Culpeper: 3 delegates and 2 alternates for Clinton, 4 delegates and 2 alternates for Obama
Goochland: 2 delegates and 1 alternate for Clinton, 4 delegates and 2 alternates for Obama
Hanover: 8 delegates and 4 alternates for Clinton, 14 delegates and 7 alternates for Obama
Henrico: 19 delegates and 10 alternates for Clinton, 43 delegates and 21 alternates for Obama
Louisa: 3 delegates and 1 alternate for Clinton, 4 delegates and 2 alternates for Obama
Madison: 1 delegate and 1 alternate for Clinton, 2 delegates and 1 alternate for Obama
Orange: 3 delegates and 2 alternates for Clinton, 4 delegates and 2 alternates for Obama
Page: 3 delegates and 1 alternate for Clinton, 2 delegates and 1 alternate for Obama
Rappahannock: 1 delegate and 0 alternates for Clinton, 2 delegates and 1 alternate for Obama
Spotsylvania: 2 delegates and 1 alternate for Clinton, 2 delegates and 1 alternate for Obama
Richmond (City): 5 delegates and 3 alternates for Clinton, 16 delegates and 7 alternates for Obama
Within five days of the election of delegates and alternates, the chairs of the Democratic Committees of Caroline County, Chesterfield County, Culpeper County, Goochland County, Hanover County, Henrico County, Louisa County, Madison County, Orange County, Page County, Rappahannock County, Spotsylvania County, and Richmond City, shall each forward a certified list of those so elected to the Seventh District Chair. Such list shall contain name, address, candidate preference for President of the United States, phone number(s), fax number(s), and e-mail address (if available) along with a single check made out to the Seventh District Democratic Committee for $5.00 voluntary administrative fee for each individual candidate for delegate and alternate who voluntarily contributed.
III. Filing for National Convention Delegate or Alternate and Slate Voting
Each candidate for election as delegate or alternate to the Democratic National Convention shall file with the Seventh District Democratic Committee Chair, Marjorie M. Clark, 2017 Lancashire Drive, Richmond, VA 23235, with a copy to the Democratic Party of Virginia, 1710 East Franklin Street, Richmond, VA 23223, and also a statement of candidacy no later than 5:00 p.m., Friday, April 25, 2008. The statement of candidacy must include a pledge of support for the presidential candidate to whom the delegate candidate wishes to pledge.
Slate voting for National Delegates and for State Convention Permanent Committee members shall be permitted at the Seventh District Convention. Slates will be listed at the bottom of the ballot and designated by letter (e.g., Slate A, Slate B) in the order in which they are filed. Slates must be filed by 12:00 P.M., noon, Wednesday, May 7, 2008, with the Seventh District Committee Chair, Marjorie M. Clark, 2017 Lancashire Drive, Richmond, VA 23235. A properly filed slate will include the names and candidate preference of each member of the slate.
IV. Filing for Elector to the Electoral College from the 7th District
Candidates for election as the Democratic Elector to the Electoral College from the 7th Congressional District shall
qualify by filing in person, by messenger, or by mail with the Seventh District Democratic Chair, Marjorie M. Clark, 2017 Lancashire Drive, Richmond, VA 23235, before 5:00 P.M., Friday, April 25, 2008.
V. Subcommittee Appointed and Empowered to Act
A special subcommittee consisting of the Chair, First Vice Chair, Treasurer and such other persons as the District Chair shall appoint is empowered to act for and in the name of the District Committee in making additional plans and arrangements for the execution of the resolution.
VI. Publication, Affirmative Action, Discrimination Prohibited
The District Convention is an integral part of the process of selecting the Democratic nominees for President of the United States. Therefore, the officers and members of the District Committee shall take all reasonable affirmative action to publicize these party activities and retain full participation by all segments of the Democratic Party of the Seventh Congressional District in them. Discrimination on the basis of race, sex, age, color, national origin, religion, ethnic identity, or economic status in the conduct of these activities is prohibited. All Democrats are encouraged to participate in the delegate selection process.
Pertinent parts of this Call shall be publicized in accordance with the Party Plan.
