2nd Congressional District Convention (Congressional District Conventions)
The 2nd Congressional District will convene a convention to select delegates to the Democratic National Convention. The 2nd Congressional District will select the following:

1 Male Obama delegate
2 Female Obama delegates
1 Male Obama alternate
1 Male Clinton delegate

Call to Convention:

2008 SECOND CONGRESSIONAL DISTRICT
DEMOCRATIC CONVENTION CALL

1. Call Pursuant to the authority provided by the Virginia Democratic Party Plan, the
Second Congressional District Committee (“District Committee”) hereby calls a Convention to be held at 12:00 noon on Saturday, May 17, 2008, at Lake Taylor Middle School, 1380 Kempsville Road, Norfolk, Virginia 23502.

2. Incorporated Documents. All appropriate provisions of the Virginia Democratic Party
Plan (“State Party Plan”), as amended and the Party Call and as suggestions for
consideration the Guidelines issued by the Democratic Party of Virginia dated
February 2008 (Guidelines) are incorporated into this Call by reference and made a
part hereof.

3. Purposes. The purposes of the District Convention shall be:
a. To elect two males (one Obama and one Clinton) two females (both Obama)
National Delegates and one male (Obama) National Alternate, and one Elector
from the Second Congressional District to the National Democratic Convention
b. To elect three (3) permanent members to the permanent Credentials, Rules,
and resolutions Committees of the State Convention.
c. To consider resolutions;
d. To conduct such other business as may properly come before the convention.

4. Allocation of District Convention Delegates. The 139 delegates and 69 alternates
to the Second District Democratic Convention shall be allocated in accordance with the Democratic Party Plan.

5. Selection of Convention Delegates. Delegates and alternates to the District Convention
shall be those elected by city or county caucuses to be conducted beginning noon,
April 19, 2008 or 7:30 p.m., April 21, at the option of the local committee. The caucuses
may be assembled or unassembled. Each city or county shall provide to the State
Democratic Party (levar@vademocrats.org) and to the Second Congressional District
Committee (brandts1@verizon.net) their call to caucus on or before March 19, 2008.

6. Participation and Outreach. Participation in District Democratic Conventions is open
to all registered voters who wish to participate as Democrats. All meetings shall be open to all members of the Democratic Party regardless to race, sex, age, color, creed, national origin, religion, ethnic identity, sexual orientation, economic status, or disability, and all meetings shall be publicized fully.

Each district and local committee should conduct outreach programs to encourage full
participation by all Democrats in the State Central Committee election process, including notice, publicity and education programs. Such outreach should be directed
to all Democratic constituencies, including groups such as ethnic minorities, young people, persons over 65 years of age, lesbians and gay men, persons with a high school

education or less, persons with disabilities and persons of low and moderate income.
Each locality shall comply with the Affirmative Action provisions of the Democratic
Party Plan.

7. Pre-Filing. District/State Convention Delegates and Alternates. Any Democrat wishing to participate in the Second District Convention and State Convention
must file a certificate of candidacy with the Chair of the local county or city Democratic Committee, or a designated representative, by 5:00 p.m., Monday, April 14 for caucuses to be held on April 19th; by 5:00 p.m., Wednesday, April 16 for caucuses to be held on April 21st; and by a deadline set in the Call to Convention of any locality selecting delegates by Convention at least five, but no more than seven days in advance
of the convention. Only those delegates and alternate candidates who have filed by the
deadline will appear on the ballots distributed at the caucuses.

National Convention Delegates/Alternates–Any persons wishing to be elected as a
Second District Democratic District-Level Delegate or Alternate to the National
Convention, or as a Second District Elector, shall pre-file on or before 5:00 p.m.
Friday, May 2, 2008. Pre-Filing must be on the form designated “Statement of
Candidacy, 2008 Democratic National Convention Alternate/Delegate” form which
is posted at http://www.vademocrats.or/pages/democratic/. This form must be filed
with Sandra Brandt, Chair, Second Congressional District Democratic Committee,
by mail to 904 Post Oak Court, Virginia Beach, Virginia 23464. Only those
delegates/alternate candidates who have filed by the deadline will appear on the
ballot distributed at the Second Congressional District Convention.

Elector. In accordance with Section 20.2 of the Virginia Democratic Party Plan,
“Each district convention shall elect at least one (1) Democratic Presidential Elector.
The Presidential Elector shall be deemed to be as candidates and nominees of the
Democratic Party of Virginia. Should they be elected in the general election following,
they shall cast their votes in the Electoral College for the presidential nominee of the
Of the National Democratic Party.” Any person wishing to be elected Elector from the
Second Congressional District shall pre-file before 5:00 p.m. on Friday, May 2, 2008.
Pre-filing must be on the form designated “Democratic Elector Pre-filing Form,”which
is attached to the Call to Convention. This form must be filed with Sandra Brandt,
Chair of the Second Congressional District Democratic Committee, by mail to
904 Post Oak Court, Virginia Beach, Virginia 23464. Only those candidates for
Elector who filed by the deadline will appear on the ballots distributed at the
Second Congressional District Democratic Convention.

Declaration. Any certificate of delegates/alternates for the Second District and State
Convention shall include an affirmation that the person is a registered to vote in the

jurisdiction holding the caucus; is a Democrat; believes in the principles of the
Democratic Party; and, does not intend to support any candidate who is opposed
to a Democratic nominee in the next ensuing general election.

Candidate preference–Delegates and alternates to the State and Second Congressional
District must state in their pre-filing forms a Presidential candidate preference. Each
person filing as a delegate or alternate to the district and state conventions may
designate a candidate for U.S. House of Representatives but since the Second District
has declared a primary, then the space can be filled in with “uncommitted” or for
a candidate they choose but it will have no effect on the convention since a primary
election has been chosen the method of nomination.

Voluntary Administrative Filing Fees - Voluntary filing fees of $10.00 payable to the
Democratic Party of Virginia, and $5.00 payable to the Second Congressional District
Democratic Committee, shall be assessed to all person pre-filing for election as a
delegate or alternate. Local committees may assess an additional voluntary fee of up
to $10.00 to be paid by each candidate for delegate who pre-files. No person shall be
denied the right to participate in the process due to nonpayment of the voluntary
administrative fee. The local committee shall collect and remit the fees to the
Democratic Party of Virginia and to the Second Congressional District Democratic
Committee respectively, that portion of the delegate filing fee.

Method of Election and Fair Selection of Candidate Preference. Each jurisdiction
shall be responsible for choosing the method of selection of delegates and alternates,
consistent with the procedure of the Democratic Party Plan and this call. Such
delegation selection process shall ensure fair reflection of candidate preference
As provided in the Democratic Party Plan.

Certifying the District Delegates and Alternates. Within five days after each
caucus or convention, but in all events no later than midnight, April 26, 2008 each
city and county Democratic Committee Chair shall provide the State Democratic
Party and the Second Congressional District Democratic Chair, a list of the delegates
and alternates including the name, address, telephone number, fax and/or e:mail
(If available), Presidential Candidate preference, and the Second Congressional
District Preference, if any (if someone list it-although we have a primary for method of
Nomination). Also, the city or county committee should send a check to the Second
Congressional District for their portion of the voluntary filing fee. The check should
be mailed to Sandra Brandt, Chair of the Second Congressional District Democratic
Committee, 904 Post Oak Court, Virginia Beach, Virginia 23464 and the list of
delegates and alternates should be e:mailed to Sandra Brandt, Chair at
brandts1@verizon.net. For the State Democratic Party, the list should be e-mailed to
Levar Stoney, levar@vademocrats.org. In the format specified by the Democratic Party

of Virginia, and payment for the DPVA portion of delegate/alternate fees sent to
DPVA, 1710 East Franklin Street, Richmond, Virginia 23223 (Phone 804-64-1966 or
1-800-322-1144; fax 804 343-3642).

If a delegate is unable to undertake or continue in his or her duties as a delegate, he or
she shall select an alternate to succeed to delegate status or may designate the chair to
select the alternate, failing either, the delegation may select the alternate. Whenever
the alternate; failing either, the delegation may select the alternate. Whenever the
number of alternates is less than the allowable number, the delegation may elect
alternates to fill the vacant position from persons within the congressional district.

Election of delegates and alternates under this section may occur after reasonable
notice of the delegation if a quorum of forty percent (40%) assembles for the
election. New delegates and alternates shall have the same candidate preference as
the delegate or alternate they replace.

Any vacancy occurring in the delegation after the caucus shall be filled by the
delegation. Such action may be done prior to the district convention at a scheduled
and publicized meeting. Alternatively, it may be done by a majority of the delegation
at the district convention. Alternates should first be moved to the position of delegates
and additional alternates elected. They newly elected alternates should be of the same
gender and candidate preference as the delegates they replace.

Any locality which fails to elect, or fails to have present on the day of the Convention, a
sufficient number of delegates and alternates to complete their allott4ed delegation, may complete its delegate allocation by recurring an unseated alternate of another
locality within the district. The Credentials Committee will maintain on the day of the
Convention a roster of the unseated alternates present, listed by locality and candidate
preference.

Rules and Notices. Each city and county Democratic Committee within the Second
Congressional District shall established rules for its caucuses in conformity with this
Call, and the State Party Plan.

8. District Convention Rules and Committees. The District Convention shall be governed by the rules developed by the Temporary Rules Committee and rules developed by the
Permanent Rules Committee and adopted by the Convention.

The District Chair shall appoint the members of the temporary Committees on Rules,
Credentials, and Resolutions. The District Chair shall appoint the conveners of each
Committee. Each committee is composed of three members.


The District Convention shall elect Permanent Committees on Rules and Resolutions. Each Committee shall be composed of three members. The chairs for each of the

9. Resolutions. For resolutions to be considered at the District Convention, it must be
be received by the District Chair on or before April 15, 2008 prior to the May 17, 2008 Convention.

All resolutions adopted by the District Convention shall be certified by the District
Convention and forwarded to the State Democratic Party for consideration. If sent
electronically, which is the preferred process, the resolution should be e:mail to
brandts1@verizon.net with copies to the Resolutions Chair, Gaylene Kanoyton,
gaylenesevents@cox.net. If they are mailed the proposed resolutions should be
mailed to Sandra Brandt, 904 Post Oak Court, Virginia Beach, Virginia 23464
with a copy to Gaylene C. Kanoyton, Chair of the Resolutions Committee, 10 Buckroe
Avenue, Hampton, Virginia 23664. Resolutions should be received before the deadline
and not postmarked by the deadline date. All resolutions adopted by the District
Convention shall be forwarded promptly to the Virginia Democratic Party Resolutions
Committee for their consideration.

10. Filing Deadlines and Locations. All documents to be filed with District Chair must be delivered and received by the stated deadlines. All papers to be filed with the Chair of the District Committee shall be filed at the following address: Sandra

11. Election of National Delegates. The Second Congressional District shall divide into
Caucuses based on presidential candidate preference. The delegates elected who
are pledged to a candidate shall participate in that candidate’s caucus. The candidate
caucus will then elect the proportionate Virginia 2008 Delegate Selection Plan number
of National Convention delegates and alternates. Each candidate caucus participant
may cast the same number of votes as National Convention delegates to be elected.
Alternates shall be the next highest vote getters to those elected delegates.
